could you make a portable app of TrueCrypt (www.truecrypt.org) to go alongside of Toucan?

Better option

FreeOTFE and/or FreeOTFE Explorer (which unlike Truecrypt, doesn't need administrator rights before you can even start it) would be a better option.

There's already a portableapps.com version available as well at: www.FreeOTFE.org

portable by itself

truecrypt is portable by itself (traveller) since it will install onto your stick. What else do you need?
