They are not updated for a given time.

I will try to confirm but it is difficult unless you have an RSS feed that is changing very rapidly. The PortableApps feed doesn't typically change minute by minute so I can't verify that Thunderbird is actually checking because there are no changes (new feeds) to see.
I did search the web briefly and there do not appear to be any "known issues" about this not working.
If u have time, please, add this rss to your TB and check this "bug". After 1 week say your results.
I have to say that I think this seems to be confirmed. I found a feed of another active forum that I go to and it is not updating automatically, or when I click "get mail", but it does however refresh when I close ThunderbirdPortable and reopen it. I set the feed to "check for new articles every 1 minutes", but it certainly doesn't seem to work.
I guess the next step is to check harder to see if this is a known bug in Thunderbird itself, or perhaps it's an unknown bug! Or maybe we're just not configuring something right.
UPDATE: This seems to be a commonly reported issue over at the Thunderbird Bugzilla although I can't really tell if it's been resolved or not, there are lots of duplicate reported bugs. It seems like it hasn't been resolved, but a general solution is to restart Thunderbird and your settings should take effect...
