Found a bug - not sure what to call it

I was running a copy operation with no parameters. I realized that it was re-copying everything that was already there, so I canceled it at 12:21:41. That's when it said finished, then gave another error and then said finished again.

Toucan version: 3.0.3
Windows 7 x64
The job is a copy operation with retain timestamps and attributes. It is from dive s: to t: both of which are external USB drives. There is a set of rules which excludes the folder $RECYCLE.BIN.

which bit exactly is the bug, the fact that it printed Finished twice?

Yes

I think the bug is that it printed finished twice. Of course you know the program better than me, but this seems like unusual behavior to me.

is indeed unusual! It may or may not be fixed in the next version (i.e. the one in pre-release now) but if not it will definitely be fixed in the version after that as I have been working hard on overhauling the progress window and its back-end implementation.
