I cannot seem to rip an audio CD to WMA or MP3 even though I have installed the MP3 plug-in. Seems to only create WAV.

Infrarecorder always first rips to a WAV file, and then converts to the desired format.
I just ripped two files to mp3 and wma, and it worked fine, but I could see that it makes a temporary WAV file during the process, which is deleted after conversion.
