When one clicks on the + sign on the RULES page, "Toucan.exe has stopped working". Every time.

It crashes for me too. I just installed Toucan for the first time on my computer, using the latest version, and when I hit the "+" near the upper left of the "Rules" tab it crashes the application.
I thought that perhaps it did this because I had no rules, so I re-entered the program, used the "+" on the right hand side to make one rules (excluding files, "*.bts"*), then hit the "+" on the upper left again, but the program crashed again.
I am running Windows XP Home edition (32 bit of course).
I have the same problem using Toucan 3.0.4 on Windows XP. My solution was to go back to older and trustworthy Toucan version 2.1.2.

OS = Win 7 x64 Pro
Toucan = v. 3.0.4 (build Nov 29 2010 19:48:53)
I also tried a freshly downloaded and extracted clean portable somewhereelse on my harddrive. Still the same result.
As soon as you push the Add new rule button it crashes. I checked if there are other zombie-instancies running under processes, but there were none.
I tried to delete the rules.ini and rules.old files in Data directory. Still same result.
@Steve: No, you can't see the promt anymore. It crashed right after pushing the button.
Is there any workaround yet? (Except of using the 2.x version?)

It seems a problem that shows up just with the latest version. I tried all the 3.0.x versions and they all work fine, except 3.0.4.
I can confirm this, my confusion was that I was testing with the latest development version which already fixed it. I will upload a fixed version later.
When is the new version going to be uploaded? 3.0.4 is crashing when trying to create rule.
This may or may not help you but there is a 3.1 Test release availble.
I downloaded and installed that, but the first time I tried running it it failed due to missing "msvcp100.dll".
I note that the 3.1 installation includes msvcp90.dll, which obviously isn't very helpful if Toucan is now based on msvcp100...
I got a copy of msvcp100.dll by installing "Microsoft Visual C++ 2010 Redistributable Package", and Toucan no longer produces the error about the missing DLL, but now it gets the following cryptic error before it even opens the main dialog box:
"*** Caught unhandled unknown exception; terminating"
I think Steve made a boo-boo as others have reported this issue as well. I haven't tried the test version yet (don't have access to a PC at this very moment) so I can't confirm one way or the other.

Toucan looks to be just what the doctor ordered for me. However, I just downloaded 3.0.4 and it STILL has the Rules button crash issue. Not to be pushy--I know ya'll have lives--but when can we expect the fix?

Are you ABSOLUTELY sure there is no absolute truth?
would strongly suggest using the 3.1 pre-release, available here which fixes this amongst other fixes and improvements. I aim to release it as stable in the ext two weeks or so.
I tried this Toucan 3.1 Pre-Release 8. Adding a rule doesn't lead to crash as v3.04. But I found that saved rule is lost when Toucan was closed, then opened again.
you specifically hit the save button? If not then it won't be saved.
This thread has been alive for nearly two years, with the same release and same problems. Is this code base fallow or is it still supported?
There have been beta versions for a while now that deal with this issue. It's still supported, but when the beta becomes official, who knows...
I am planning on getting this sorted in the next couple of weeks, the slow pace of release is not something I am proud of. Fortunately my university finals finish soon so I will be able to sort things out properly then.
