balabolka has a portable

http://www.cross-plus-a.com/balabolka.htm

There is an existing portable version and there are frequent
updates.

More importantly, it works (winXP/Win764bit).

Thanks for trying but.....

...once again it is backwards.

"Balabolka is a Text-To-Speech (TTS) program."

The op is looking for a SPEECH To TEXT program. ( Not Text to Speech )

Something like Dragon.
"Dragon Speech Recognition"

This is the closest thing I have found:

tazti Speech Recognition by Voice Tech Group, Inc.
tazti (pronounced 'tasty')
http://www.tazti.com/

"What is special about tazti speech recognition software?
Most PC users these days spend significant time on the internet performing research, communicating with friends, and having fun. When we designed tazti we incorporated many innovative features in these areas that are not offered by any other company. tazti has Windows XP (XP Tablet), and Vista versions available. It also operates on Intel based Macs via the Paralells desktop environment with Windows installed in the environment."

tazti for Windows XP 1.1.2
59.5MB

tazti for Windows Vista 1.1.2
12.24MB

No portable yet.

Also a Windows 7 version 32 and 64 bit.

I have never made a portable app.
Others are working on making apps portable.

Start here If you want to try: https://portableapps.com/node/14868

Others have another approach.

Good luck with that.

ok not balabolka, but there is sphinx-4, simon and win7

Sorry about the dyslexis ...

Speech to Text (or as it's known -- "Speech Recognition") is
not well developed outside the expensive Nuance Dragon products.
Nuance has bought two of their competitiors in the last year and will probably continue to consolidate their hold on the market.
Although -- Nuance does have a IPhone/IPad free product that's not what you want.

Here are three alternatives:

1. http://simon-listens.org -- freeware and most likey amenable to the potabilization process. I would talk with the developer there. They are making a good effort to internationalize their software (if Europe == the world).

2. http://cmusphinx.sourceforge.net/sphinx4/ -- freeware but requires JDK to compile, much less amenable to the portabilization process but might work. Again, talk with the developer.

3. Win7 has built in speech recognition. Typical MS clunky and certainly not going to get portable, but it works in a way that is similiar to English as spoken in Bizarro World.

There are some web sites where you can get trasnscriptons done for pay, but that is expensive and not real time.

Voice Base has limited freeware transcription service -
http://www.voicebase.com
Again, not portable.

hope this helps
