ran the installer and it seems to be same as release candidate 4 ... which came out 4 days ago ... just a few optional add ons

"This release is bit-for-bit identical to the Release Candidate 4, so you don't need to download or reinstall if you have that version already."

... and that's precisely what a release candidate is - a candidate to be released. It should come as no surprise that an official release is just the last release candidate rebuilt/repacked.
