I would like to propose a (optional) feature:
Fix drive letters in "pluginreg.dat" to keep information about disabled state of plugins from portable device (flash/java works fine when portable).

If you're going to take the time to add plugins to your portable install, why would you then disable them (requiring a restart)? If you want to temporarily enable and disable things, an extension like QuickJava makes more sense.

Actually I've been using Plugin Toggler already witch is very similar in functionality as QuickJava.
But those extensions are using Firefox plugin handling mechanic for toggling state and this leads back to unwanted behavior .. and is a good point why I see a need for pluginreg fix!
P.S. My experience is Fx4 is quite flexible here.
- Enabling/disabling and even installing a plugin doesn't require restart.
- Disable will affect loaded pages
- Enable will work on new/reloaded pages. Actually Firebug shows that reloading is not really a must, but I suppose some sites functionality could break.
unwanted! -> but when plugin location changes Firefox will "forget" it, re-register and leave enabled by default.
I've added this to our bug tracker and will have this added to the next Firefox Portable release (both 3.x and 4.x)
