I was wondering if there was a way to use Thunderbird portable on my jumpdrive on any computer and not having my local setting stored on my computer, but instead on my jump drive.

hands aren't even in the same time zone...

If this is the behaviour you're seeing then either you already have thunderbird open from your desktop or you are running Thunderbird.exe rather than ThunderbirdPortable.exe.
If either of these are true then resolve them! Close thunderbird on your computer and run the ThunderbirdPortable.exe app.
Out of interest, what did you think the 'Portable' part of the name meant if it wouldn't load data off the thumb drive????
