Just a suggestion:
The PA menu looks very nice and everything, but it does look quite out of date. The current fashion in graphic design is flatness and simplicity, with little or no colour gradients or 3D effects. This was started by big brands like Coca-Cola a few years ago, as a move to clean simplicity was tasteful in the new era of austerity.
With Windows 8 and the Metro styling coming over from Windows Phone 7, things are going to get even flatter and simplified.
I suppose what it comes down to is the aesthetic senses of whoever makes skins, but I thought it would be good idea is somebody did make a modern flat range of skin options.
Go for it!
I made this half-pony, half-monkey monster to please you.
I really like to make some skins for it, but wait for the release of Platform 2.0 to see if skins are still implemented as they are now with the beta. Also I don't start without an option to switch of the ugly 120dpi scaling (John, you promised you could implement it, didn't you...? ) because skinning is a pain with it.
Hopefully solanus' Themebuilder still works then.
I haven't done any more development yet on the PAM Theme Builder, because I want to see what JTH has for the 2.0, which should be out real soon.
And as for current design trends, well that's just fashion, that will change again soon enough. Flat designs are just as valid as 3D designs or steampunk or anime or whatever.

unfortunately not always the case of design is anything rarely agreed upon, there are still themes ranging from web design to application styling that still use a 3d design of sorts, just from my perspective as a designer myself

As a web designer myself I have to say I am generally against the flat styled stuff that is trying to creep in at the moment. Sure it might work in logo-based advertisement (sometimes, not always), but in application interfaces and web design I think this ethos usually comes across as quite boring.
I tend to hate flat. And did you see the new Chrome logo? Like a grade two made it in Paint.
I am not my signature.
It's great that PortableApps is flat and modern looking.
I've just come back to PortableApps, after a couple of years away, and now it is looking better than ever.
Instead of just being able to change the colour, we should also be able to change the theme, like to change fonts etc.

Did you try the three periods below the color selection? There you can open a patheme file. Some are available here in the forum if you search.
