I think that DVD Decrypter & DVD Region Killer would be great to have as a portable app. WHat do you think?

oha, that would be totally illegal in a lot of countries, the portable apps are used.
Do I dont think anybody over here will produce one or even tolerate it being presented here.

Depends on how DVD Decrypter works. If it installs any new devices in controlpanel/devicemanager (tools like daemon-tools do that) then I would expect that it cannot be made portable. Check for something like "virtual CD-drive" in the section where the normal CD/DVD-drive is located.
If there are no virtual devices then it still almost certainly writes to the registry. If that is not a problem then maybe it can be made portable, but only for use in countries where DVD Decrypter & DVD Region Killer are legal.
Usually they are legal. Don't know about the United States, but for example in Germany copying a DVD for personal use is perfectly legitimate. Please avoid selling your copies on Ebay

DVD Decrypter Stores its settings and crypto keys in HKEY_CURRENT_USER\software. You might hbe able to mak eit portabel using quickport template, regrapper, or portable application template. BUT If does access the DVD-ROM drive, which means it will needs access to the machines aspi interface. If you are not and admin on the machine you will probably have a problem getting it to work. That goes for any softwart that access the aspi interface.
