Unfortunately Task Juggler is not made for nor supported on Windows. The developers believe it *could* be compiled for Windows, but they have never tried it, and they think it would take some modification of the source which would be well beyond my level of C++ and Qt.
Somebody else may be willing to look into it, but don't get your hopes too high. If it happens, I'll definitely help with the testing phase, though.
