Unable to Lauch Firefoxportable.exe

I'm trying to use it at my local library. I'm doing so because I'm trying to figure out how to use the latest version of flash at the terminal. The tech staff here won't be upgrading for many months.

When I double click FirefoxPortable.exe, I get this message

"Windows cannot open this program because it has been prevented by a software restriction policy. For more information open Event Viewer or contact your system administrator"

Now, I'm not trying to hack this system or anything. I just trying to find a way to run the latest flash player. Several of my favorite sites require me to use the latest plug-in.

Does anyone have any suggestions.
