Because Skype is not OSS, so there are not older versions on PortableApps.com.
So, does anybody have Skype Portable 3 ?

skype is life installer, that means the istaller will attempt to download the normal version directly from skype and install it on the flash drive so it becomes portable.
So you can not have any older versions, since even if you had, it will be only the installer and one can not get older versions from skype as they will offer the latest one only.
You can try to follow this thread and you may find there a link to some portable version 4.x

a number of the apps in the directory basically are a "loader" program for the real installer so it goes
1 the loader sets up some prelim items
2 it then contacts the publisher for the main installer and downloads it
3 the main installer runs and unpacks the program
4 as part of the normal install cleanup the loader fixes any leftover bits
so in the case of Skype the actual program installed is the latest NONBETA availible
