I am in the process off finalizing Jarte as a portable app. I have permission of the author and in fact he will be releasing a new version next week that will even be more PortableApps friendly. This would be for the freeware version. My question is is there any conflict in the TOS of PortableApps since he also has a paid version as well?

Only when you have to make a payment at any time to use the freeware version will it violate the terms. Like trials or something. If it's a separate app, then I think it's good.
