I would like distribute to several internal users a zipped bundle containing a locked down version of portable Firefox. Are there any copyright or licensing concerns with PortableApps or Mozilla if I were to do so? I'm especially concerned over the "unaltered binary installer" clause on this site's copyright statement and and Mozilla's distribution policy from "http://www.mozilla.org/foundation/trademarks/distribution-policy.html".

You may distribute unchanged official binaries downloaded from mozilla.com to anyone in any way subject to governing law, without receiving any further permission from Mozilla Corporation. However, you must not remove or change any part of the official binary, including Mozilla trademarks. On your website or in other materials, you may truthfully state that the software you are providing is an unmodified version of a Mozilla application, keeping in mind the overall guidelines for the use of Mozilla trademarks in printed materials, detailed above. We suggest that, if you choose to provide visitors to your website the opportunity to download Mozilla binaries, you do so by means of a link to our site, to help ensure faster, more reliable downloads.
If you choose to distribute Mozilla binaries yourself, we request that you make available the latest stable version (of course, you probably want to do so as well). The notification requirements of the MPL have been met for our binaries, so although it's a good idea to do so, you are not required to ship the source code along with the binaries."

You are required to obtain express permission to make any alterations and then redistributing if you are keeping the Mozilla and Firefox trademarks intact. Without said permission, you can only redistribute the unaltered, digitally-signed installers that Mozilla makes available or build your own browser based on the Firefox code and name it and logo it differently.
We have an agreement with Mozilla to make the changes needed within Mozilla Firefox, Portable Edition and redistribute that. Mozilla Firefox, Portable Edition may be redistributed by other parties, but as with the standard version, only as the unaltered, digitally-signed portable installers that we make available.
For the changes you wish to make, you will need to contact Mozilla to get permission.

Technically you shouldn't but if the distribution is as limited as you say, "several internal users" Mozilla will never know, and they will never come into you organization looking for you.
Technically you shouldn't drive over the speed limit, but do you know anyone who doesn't?
