I just updated portable SeaMonkey to 2.3.2. It's prompting me to update to 2.3.2. It's reporting itself as 2.3.1. Is the reported version number incorrect, or is the old version on the website?

How did you update, if you updated with the PA.c Updater, it will update you to the portable version of 2.3.2. If you updated using the built-in updater, it'll update the bundled SeaMonkey inside to 2.3.2 but not the portable app. The portable app will still be 2.3.1 and the PA.c Updater will still ask you to update it.
In the future, as you're using the PA.c Platform, just use that to update and ignore any in-app new version notifications.

Download button shows 11MB download, 44MB installed. It's actually 17MB download and 38MB installed (rounding down to the nearest MB).
I've downloaded the 2.3.2 installer twice. Installed over my current 2.3.0 version and installed a fresh copy. For both copies, the About:Seamonkey is reporting an internal version 2.3.1. Can others confirm please?
SeaMonkey itself reports a version of 2.3.1 in the 2.3.2 release. It's a bug primarily due to the fact that the only change from 2.3.1 to 2.3.2 was the removal of that security certificate that was used for fake Gmail and other SSL certs.

Thanks for the heads up John. I looked through the notes over at Mozilla prior to posting and likely missed the discussion for the version discrepency.
For the curious, you can ensure you have 2.3.2 of SeaMonkey by looking in Help - About and checking out the build identifier. The build for 2.3.2 will show "Gecko/20110830 Firefox/6.0.1" while 2.3.1 will be "Gecko/20110820 Firefox/6.0".

Here is the exact identifier to confirm:
Build identifier: Mozilla/5.0 (Windows NT 5.1; rv:6.0.1) Gecko/20110830 Firefox/6.0.1 SeaMonkey/2.3.1
Probably best that folks like me include this type of information for reporting next time.
I excluded the rest as stuff like Windows NT 5.1 will vary from machine to machine. The important bit to ensure you're upgraded is the 20110830 (meaning the build from yesterday) and Firefox/6.0.1, meaning it's the same engine as Firefox 6.0.1.

It turns out that this is a SeaMonkey bug. See here https://bugzilla.mozilla.org/show_bug.cgi?id=683473
