I tried to copy some text from a "normal" pdf to a text file, but the clipboard stays empty
Does someone have an idea what's wrong?

One reason could be that the author of the PDF document has denied permission for copying. Therefore, I would recommend that you test multiple PDF documents from various authors. If you then have the possibility of copying in some PDF documents, then my above conjecture is true for the other PDF documents, in which you can't copy anything.
This is a known bug in the windows build of Evince itself. There appears to be a fix here, but it has not yet been fixed in the build we base the portable version off of, nor has it been confirmed by the evince team as being the correct fix.
I downloaded the package here and replaced libgdk-win32-2.0-0.dll and libgtk-win32-2.0-0.dll and added intl.dll ind EvincePortable\App\Evince\bin and it works!
And because Evince ignores any restrictions, it works with all pdfs...
I was very surprised by the ability of Evince, that it can circumvent several limitations in protected PDF documents. To this end I have created a PDF document, in which it is impossible among other thing to print or copy. In several PDF Viewers (Foxit Reader, Sumatra PDF, PDF-XChange Viewer and Adobe Reader) it was impossible to print or copy this specially prepared PDF document. In Evince however I was able to print this document. Hopefully in the future will be removed the above described bug in the base app.
