On first run the launcher sets the language to English. It doesn't use the system language, even if this option is chosen in Inkscape preferences.

This is now noted on the Inkscape Portable page as a known issue. A few apps have system detection and it doesn't play well with PAL's language switching with the platform.

I've looked into this briefly, and believe there may be a fix involving the way we handle Inkscape's language. I'll post further once I've tested.
If you can get it working, I'd love to get the fix in.
