Gnumeric 1.10.17 (windows) Does it exist?

Gnumeric 1.10.17 is listed at Outdated Official PortableApps,
but I can't find a windows buld of this version.

Has anyone built a binary for windows?

I didn't think it existed.
I commented here because I wasn't sure it was ok for discussion replies within
the Outdated forum. Thought it was strictly notices of updates.
