Adding things like the current install size, the current version, install date, etc to the Updater really doesn't add to it at all. It's all superfluous information in regards to the current task: updating.
The updater should continue processing even if a specific download fails (404 or 503 error for instance). If that is not the case, please detail exactly the issue and how to repeat in the platform bug tracking thread.
Updater downloads don't continue from the last position because to enable that would require leaving the download in the local machine's temporary internet files (which is not portable). You should update from a more stable internet connection.
If you're updating Chrome via the updater and the download of Chrome fails, it will NOT update Chrome and the current working version will work just fine. If you're doing it via the installer manually, it will break. This is a known issue. The workaround is to update via the platform. If you experience other behavior, please post in the bug report thread.
In the menu, the version, install size, date, etc are also extraneous information and don't help at all when you're just trying to start an app. Look at the Windows Start Menu. It would be a mess and a disaster of user experience if it included all that.
