Hello there PA.c Users :3 Have you heard about the Infamous (INDIE) Game Called "Cave Story"?
_ You Haven't!?!?! Horrid Mistake Sir/Maddam ;O, I would suggest you go to http://www.cavestory.org It's a Tribute Site. Yes a tribute Site... Now then you are probably wondering why is it so infamous, when it even haves it's very own 3DS Versio (Which I Officially JIZZED At it :3) Anyways this is a Game made by one Person ONLY in 5 Years... One of the Greatest 2D Games in History (In my opinion it beats Mario, Deal with it...) And As (Late) Celebration for it's New Version I decided to make it portable... 
My Mod ::
It's a Graphical Modification to most charecters sprites (and the weapons) to make them look a bit alike the Wii/DSiWare Versions (Cave Story 
That's Just it.
I WILL Be Using the Official .exe of the Game for this... Most Importantly, This will also have the Settings Manager (DoConfig.exe)
Any Questions/Recomendations?

The only licence information I can find for Cave Story says that it is freeware. As such you will need permission from the developer before you can post it here.
The Permission is for Ports Only... The Program itself is already Portable, what I'm doing is just placing it under the PA.c System does it really require permission, when he already did? @.@

Yep, as vf2nsr said, you need permission.
Unless you can specifically find a license agreement that states that the game may be modified and redistributed, or can show that the game is open source as opposed to freeware.
Otherwise it is illegal to redistribute, and PortableApps.com does not allow illegally packaged software to be posted in its forums.
I have asked for the Permission, as far as I see, the BBS is quite quick @_@

With Cave Story+ having been released on Steam today, I am starting to think you won't get permission.
Sadly he hasn't awnsered yet... D; But With Cave Story + in here, that would be comercial
(It can be even considerated as Another Product) Hopefully, he'll reply soon (and Allow me)

But Sadly, He has Declined *ANY* Ports of Cave Story As of He Still has Plans to Port it around
