What are now the tools to create such an application that are posted here ? When I search I often find tools several years old, and it's easy to miss a note that tool is outdated or that development of given tool has moved to another website or thread.
So what I must download and what I must read ?

They're in the Development section. You find the Format (which you read and follow), the Launcher and manual (which makes apps portable) and the installer (which you use to package and redistribute apps).
