Basically, it can't happen. As with most Microsoft products, .NET can't be made portable without serious internal modifications, which MS won't be doing. Mono (an open source .NET implementation) may be able to be portable, though. A couple folks were looking into this and got it to work with compiling a single file... but no further.
Sometimes, the impossible can become possible, if you're awesome!
