Hi, I'd like to use an older Skype version and I do have the old Skypeinstall.exe.
How can I make Skypeportable.paf.exe to use this local file instead of downloading it?
Well, I don't want to set up my own DNS server and webserver and reroute the download request...

Place the Skype installer beside the *.paf.exe
Although this should work, it is NOT recommended, as Skype has updated the program regularly with security fixes. We recommend that you upgrade to the current Skype Portable rather than going with an older version.
maybe the setup.exe needs a certain name?
I just replaced the Skype.exe in the app directory and it seems to work, though.
Are the sources for portable apps available somewhere? I mean the files that are used to make the paf.exe.
Not for this one as Skype is closed source too. Sources are normally in /Other/Source but some newer apps that use the PortableApps.com Launcher dont have a specific source available (use the PortableApps.com Launcher source instead).

However, the source is still available for the base app, so long as it's open source. If the app is freeware, then the source is usually not available, depending on the specifics of the license and whether or not we receive the source from the publisher.
if you mean old versions of installer of skype for example, then you will need to surf around places like filehippo , they might have it somewhere for download.
