I've just changed language of Platform to another language and checked "use this language for all Portable apps" then tried to start VLC, gVIM app but language not change related to my new language.
I think it is caused by built-in app manager not select to install all "addition languages" when it install/update portable app from server.
I tried to download VLC app manual and then install it with addition languages then start it again, it works!
For multi-language/internationalize purpose I think it is better if we have global option for install/update app which allow user have all language of portable app by default.

That ability is coming. It's built into the updater/app store and the installers already. There's just no option in the platform for it yet.
