The apps here will not run under linux, on PC it is possible to have the WINE installed and this will give some sort of windows environment and will allow this apps to run, most of them.
If you will find some compatibility layer software for the webos, then yes, otherwise no.
PortableApps can only be run on a Windows OS (or WINE). You may, however, be able to use the tablet as a storage device, and use it to carry the apps, but you would still need to plug in to a Windows OS to run them.
