probably you could kind of help yourself if you include some more info as what program it is , what does it do exactly, what is its license etc.
But do not be too optimistic, if it is some software delivered by motorola I doubt they will allow it to be modified for portable use.

you still did not say in one word the name of that program and where it comes from.
'its internet usb driver used for connection of usb' does not say anything about the program you want become portable as there are thousands of drivers for usb devices.
And if it is just a driver for what ever, it can not be made portable as driver always need to be installed and need admin rights to be installed.
Just tell us here what exactly you want to be portable and someone will give you proper answer.
