I found this neat ftp server, smallftpd http://smallftpd.sourceforge.net/
and it works pretty well. It doesn't require installation, only ftpd.ini which makes it very portable. It is only 185kb in size. I think it's worth checking out, it could easily run from a portable device. It runs extremly fast and has support for virtual directories. (I was able to show my c and d drives as folders within the root folder)

Smallftpd - a ftp server
It has Apache(php, mysql cgi/perl support), ftp, and mail server all built in. There are also a few small web/ftp servers out there you found by searching. It all depends on your intentions for use and what is suitable. For me, since usb drives are cheap XAMP works great. I'm sure you will get everyone elses opinion.
I wasn't asking for a ftp server, I was reccomending this wonderfully simple but featureful one I've used..but thanks anyway. smallftpd is so nice because it is tiny, but lots of features. You can specify max connections, multiple accounts, permissions, virtual directories, etc.
