Was the personal picture ever fixed?

I remember when the new Platform launched (10.0.1?) the personal picture feature caused the platform to crash and burn until it was disabled... was this ever fixed?

Not yet

It hasn't been fixed yet, although John'll likely have it fixed when he pushes the next revision.

FWIW

I still have the pic, after updating platforms all along and never really has caused me an issue as long as I don't try to change it
