for all peers, here is a quick how-to on how to use the offline version of help, in those cases when online access is not possible or severely limited.
1) download the corresponding help file from the LO-website, the version has to match your installed language and version number.
2) install the files locally
3) copy the local files (typically something like c:\Programs\LibreOffice\*) to ..\LibreOfficePortable\App\libreoffice\Basis\* and overwrite the target files. At the time of this writing, the folders are:
"help" "presets" "program" and "share".
4) uninstall the local help pack
5) enjoy
It would be really nice if LibreOfficePortable had the offline help pre installed or if there was a separate portable installer for the help files.

The simplest one seems to be:
1) Download the corresponding help file... (just like your number 1)
2) Create the language subfolder within your LibreOfficePortable's help folder (..\LibreOfficePortable\App\libreoffice\help\en for English).
3) Extract all the files from the help file you downloaded in step 1 to the language folder you created in step 2. You can use 7-zip Portable or PeaZip Portable to do it.
This way you can skip all the installing and uninstalling of the help pack locally.

This should *ALWAYS* be an easy to locate and well documented instruction on the first Portable Apps page that shows where to download the PA version of LO.
No one should have to 'search' for it!
If you want to be able to search the help contents that you have set up using the above method, you are free to use a short batch file that I have prepared. You can find it here:

Copy the contents into a text editor, save it with a .bat extension in the folder you created in step 2) and run it after having performed step 3) above (that is after having extracted the contents of the help pack).
The batch file first creates eight subfolders and then moves 24 files to these subfolders (3 files per folder) and renames them.
I have tested it with English, French and German offline help for 4.0.0.3 and it works as expected.

download the appropriate help-file for you language
your download-file is an .msi-installation-file
(install from add programm or use right-click on file)
when the installer ask where to install, point to:
(your portabledirectory)/LibreOfficePortable/App/Libreoffice
that's it

Yes, it works, but is not portable: it creates registry keys, an entry appears on the list of "Currently installed software" (Under "Add/Remove Programs" or "Programs and Features" in the Control Panel) and an .msi uninstaller is created in the "C:\Windows\Installer" folder.

The first method of installing then copying to /basis did not work as I was still being linked to online website help but your method of unzipping directly into (..\LibreOfficePortable\App\libreoffice\help\en worked.
