So if I understand...
1. Flash Player will not become a PortableApp
2. There isn't a portable app to keep your flash game save files with you
Is this correct?

Perhaps if Adobe ever gives us permission (fat chance they do), then that might change, but until then, copying the .dll and .xpt file to your portable browser's Data\plugins folder will give you functionality across machines.
Flash is not currently a portable app but may be in the future. You can't currently keep your flash game save files with you but will be able to in the future.
Sometimes, the impossible can become possible, if you're awesome!
