In the user settings,
the tool-presets folder is defined.
But it is never made in the user folder (data\.gimp\).
This makes the saving of tool presets unreliable.
The creation of ..\data\.gimp\tool-presets
fixes the problem, and makes saving the tool presets reliable and useful.

Its the same way with 'dynamics'.
The user made dynamics can't be saved until 'dynamics' is made in \user\data\.gimp\ .
Edit : There is a bug in gimp that requires the user to refresh the dynamics to save any changes. As The dynamics menu does not have a save button.
This is fixed in today's release. The tool-presets and dynamics folders are both created by default for both new installs and upgrades now.
