Not officially. There's an unofficial AutoIT script floating around (Google is your friend... and you'd have found it if you checked there first) that you can try. It's illegal to modify SmartFTP or to package it with a portable launcher.

I found PortableApps.com for that very reason. I was looking for a lightweight, reliable, and free FTP client. I used SmartFTP but has some issues with it.
I also use FireFTP within Firefox: http://fireftp.mozdev.org/
