That means you didn't get the whole installer, so it won't work. You'll need to re-download it. You may need to clear your browser's cache to ensure it downloads a full fresh copy.

Redownloaded it, using a different browser even. Same issue. The copy is from the clarkson.edu mirror, and I am not being given any choice about what mirror to use. Unlike most PA/Sourceforge downloads it just immediately starts from that one.
I too am having the same issue, I have downloaded using different computers and from different web sites and I still get the error.
FYI, the mirrors can be accessed via:
http://download.documentfoundation.org/libreoffice/portable/3.5.4/
1) Click on "Details" under Metadata Column to access the mirrors for the respective paf file
2) Select the mirrors as appropriate
3) Download and check the integrity of file against the hash sum provided
4) Install as appropriate.
Hope this helps and best regards
Using one of the other mirrors worked. The copy of the installer at clarkson.edu is definitely bad.
One of the alternatives worked for me too. Thanks!
I've contacted the Document Foundation to have them kick that mirror and get it to have a good copy.
