Locally installed (regular) Firefox will let you uncheck the box, but after saving, it gets re-checked automagically.

Apparently, firefox 13 came with lots of bugs.
Check your extensions. There is an extension that came with one of the beta versions and that got reinstalled with Firefox 13 (standard version at least).
I don't remember its name, but it is something like "Submit crash reports". Remove it and you should be ok.

You can try it. Just download FirefoxPortable_13.0_English.paf and install it. Without doing nothing, that option can't be unchecked. It is said to be base app bug.
Yeah, it asked to install(as far as I remember) on first start-up and I said no. It doesn't appear in the list of add-ons now, so unless it is running in a stealth mode...

It's probably something like that... and in my case I remember something like that a long time ago, like at version 12 or maybe even 11.
Or maybe there is a difference between the English and French versions. Because neither my standard versions nor my Portable version have that erratic behaviour and in both cases I am able to check and uncheck "error reporting" at will. Now all these versions are upgraded to 13.0.1

Thanks for finding this.
This is bug 5772211. It is a base bug in Firefox that is only shown with Firefox Portable. The issue is that Firefox does not create the "Submit Crash Reports" registry key, and reverts to default value. Normally, this is not an issue, as the Firefox installer creates the registry key. However, with the portable version, the installer is never ran, introducing the problem.
Edit: A side note. Firefox 13 did not introduce this, bug reports go back as far as 3.6. I'll be fixing this through bugzilla, though I'm not sure how long it'll take for my upcomming patch to be reviewed and be pushed.
