Framakey have a Portable Paint.net. The drawback like mentioned here and their site is that the machine you run it on has to have .net installed. The version they have is 2.6, I think Paint.net is now at 2.72 and requires .net 2.0.
but i love that grin --> *g*, so i use it. but for you -->
