port Lccwin IDE

lcc-win32 is a compiler system for windows, however it reads lib and inc path from registry. so a portable verison, possible?
and there is another one, http://www.smorgasbordet.com/pellesc/, which is based on lcc-win32,but it is not portable too

Pelles C: Permission is granted to anyone to use this software for any purpose, including commercial applications( from the proceeding of setup.exe)

Yes

But commercial use could be a number of people, plus we would have to use it to make it portable. That could classify as commercial use.
As for Pelles C, it could be possible.
