How about a PortableApps.com Bart CD

Has any one put all the apps on this site onto a live Bart CD?

Not the same thing

This isn't really the same thing. These apps are meant to run based off a standard Windows install. They won't work with BartPE except as portable apps (ie BartPE boots up and then you run them off a USB flash drive or the CDROM as portable apps... not apps that are a part of BartPE). So, what's the advantage?

Not to mention the fact that distributing a BartPE image is illegal.

Sometimes, the impossible can become possible, if you're awesome!
