The search gives an error stating that Python 2.x needs to first be installed. I don't really want to install something to get a portable app feature to work. Is it possible to include the necessary DLLs with the install?

This is the way qBittorrent works, unfortunately. You've never been able to do much with search in it. Just assume that search isn't there and use the web.
