like windows xp/7 or an Linux distribution like ubuntu?
that can run from an usb as a boot or in windows as an .exe?

Take a look at puppylinux or damnsmalllinux this distros are meant to be run on USB but you can run any distro from usb like a livecd but you can save your sessions with USB.
You could use the search available on this site and search for os launcher. One of the choices will be OS Launcher Portable - PortableOS - launcher for Linux / Dos / BSD .... Have a good day.

You can also look for a program called YUMI at http://majorgeeks.com/YUMI__d7601.html. It allows you to multiple distributions of Linux, as well as many utility disks, on one usb. If memory serves, it even allows FreeDOS. No windows though. That is commercial software.
