FontForge Portable

I just found out that the newest build of fontforge is no longer a Cygwin app and now installs into "Program Files" folder. Since this is no longer Cygwin dependent, can this be made portable now. I would like to have this font editor as a portableapp to create and edit WOFF, truetype, Opentype, and SVG fonts

The homepage of fontforge still suggests cygwin but the download links point here http://sourceforge.net/projects/fontforge/files/fontforge-executables/
