I have extremely limited permissions on the computer(s) that I have access to. Is there a portable diagram/UML tool that doesn't make changes to the host computer's registry?

Dia Portable fits the bill. It doesn't use the registry at all.
Sometimes, the impossible can become possible, if you're awesome!
When I try to run it, it gives me an error stating it cannot read its registry entries.
On startup, Dia attempts to read general registry entries like environment type of things. It doesn't store its settings in the registry or get them from there. If your computer is so restricted you can't even read from the registry, you likely won't be able to run most portable software.
