When I download the portable firefox, it just pops up as a text document full of jibberish and not an actual file to download. Any help on how to properly download would be greatly appreciated.

Somehow, you browser is set to open it as a text file. You somehow associated EXEs with Notepad. You'll need to edit your browser's associated apps and delete that association. In Firefox, it's under Options - Applications.
As a temporary workaround, you can right-click on the "direct link" at the top of the redirect page on SourceForge and select Save.
Sometimes, the impossible can become possible, if you're awesome!
