almost any high level folder, & then
executed there (independently), or
does it
always have to be
placed, & executed
inside the PA platform ?

Yes, the paf.exe installer be executed and installed most anywhere, as can many of the apps once installed.
However, some, such as LibreOffice, don't play well with long paths, and may not work when run from them.
Also, most of our apps are not permitted to run from C:\Program Files, as this causes a number of apps to run in local mode, regardless of whether they are portable or not.
LibreOffice Portable works correctly from long paths and has for some time now, courtesy of some special launcher bits I added.
Sometimes, the impossible can become possible, if you're awesome!
