We don't make applications here, we simply make it so they can run portably. If you can find an application that you like that does what you want, we'd likely look into making into portable.

language dictionary extra's can be downloaded for the portable app when compiled here

u have to go to freetranlator the last part is .it/dictionaries.asp
had to separate it would not allow me to put it up as one link so mesh the 2 parts together to get the link
enter the meshed site url into google and it should be the first link that comes up

There's an option to install it as portable. it also has a dictionary feature as well.
