PAF format page

I just noticed one item needing to be updated on the PAF format page: EULA.txt should now be located in App\Appinfo, as opposed to Other\Source.

I don't remember when that change came in, a couple PAI versions ago, I think.

I've fixed it. It was moved in 3.0 and I've updated the changelog.
