No expert here

Try copying the plugin files to GIMPPortable\Data\.gimp\plug-ins\. I don't know if they need to be in folders or what have you, but that should be a good starting point. Cheers!

Have done it

extracted resynthesizer files into plugins folder described above ... NOT in a folder within plugins folder
