VPN support?

Is there an portable app for setting up a VPN(I use open vpn)?
Can it be done without changing/installing the computer you are plugged into?

VPN = Admin

To use a VPN, you will need admin rights. So, you won't be able to use it on most public or work/university PCs. There are some commercial VPNs that have portable versions available if I recall correctly, but I have not used any of them myself.

Sometimes, the impossible can become possible, if you're awesome!
