When you first start it, it gives you the login boxes for Skype (and only for Skype, you can't use anything else with these boxes). To the right are icons for login with Microsoft account and login with Facebook account. Click one of those and then proceed from there. I'm using it with an outlook.com login right now. It isn't immediately obvious that you have to click on those icons, but that's Skype/Microsoft's UI decision not ours.

I can't seem to find the icons John mentions in Skype Portable.
When I log out, I get to this screen (included About dialog box for version information):

I do see the Microsoft account login in the non-portable Skype version.
I've confirmed this. It affects PCs without Skype installed locally. If Skype is installed locally, it works as expected. I'm prepping a fix.

This should be fixed in today's Skype Portable 6.0.0.126 Rev 2 release. It may have issues on some machines where user rights are more limited due to the way Skype itself is coded, though.
